Stone 'pump' with flowers on

Anyone know how these wave makers work fuckin thing just has warning light on

Hi I’m Matt , I started a little pond out the back on a mission to safe a fish . Any advice on what type of filters I can use and a stronger pump to get more water through the water fall . Or rather any suggestions for it all . Thanks
